The Parcel Problem

Why can you no longer put parcels or presents up for sale on the item market? And what is Duke going to do with the 60,000+ parcels in his own personal collection? And why should you care?
Last week an anonymous trader contacted the Torn City Times to point out a rather curious state of affairs involving the sale of Parcels. He noticed that while parcels are available for purchase at around 900k, there is currently no way to add any more of these items to bazaars or the market. The same is true of Presents, Christmas Presents and Birthday Presents, so what gives? Why are these items currently allowed for sale, but no more can be sold? And why should you give a damn in the first place?

The delightfully named MukkyWafflez doesn't know the answer to either of these questions, but he has also noticed this discrepancy, and elected to tell us the following tale:

"Many moons ago, as a joke, me and my friend bought 90% of the parcels on the market and re-sold them at extremely high prices. Currently I have 11 pages of Parcels each priced at $1,100,000. My friend priced them lower, around $800,000, and he noticed the parcel problem when people started buying his parcels in bulk. People are buying Parcels at extremely high prices, hoping to get some rare item from them. (much like a loot box) the thing is, no one ever puts items worth something in parcels. Have fun with your $1.1m brick."

MW's story seems to indicate that parcel and present items may have been prevented from being sold in order to thwart scammers. I can reveal that this assessment is accurate, but not for the reasons MukkyWafflez suggests. Chedburn confirmed to me that parcel sales were banned as it is hard to track the value of the items within them. RMT users had been selling parcels full of Donator Packs on the item market to hide their activities, and once this technique was uncovered, further sales of parcels and present items simply had to be prevented.

It is expected that the parcels and presents currently for sale will be allowed to remain on the market until such time as they are bought. However, one man who may feel especially aggrieved at this turn of events is the city's loan shark, Duke. Due to the nature of his mission activities, Shirley Prima Dante Calabrese currently sits on an inventory of over 60,000 presents and parcels, and with the item market ban now fully in effect, he has no way of shifting these items. Or at least he didn't, until now.

Beginning with a one-off event on October 31st, Don Calabrese intends to give away his stash of unopened boxes to individuals who send him a token cash amount. This offer will only be available on certain pre-announced dates, and citizens must send Duke a very specific amount of cash to trigger the sending of a package. To make things interesting, Duke won't reveal this figure, with citizens simply told that the number in question is relevant to the date on which the event takes place.

For example, if Duke were to run the giveaway on Torn's birthday, you may wish to try the number of years Torn has been in existence. Or, if the event took place on world cannabis day, $420 would be the obvious amount to send. Alternatively, if we designed an event to celebrate the life of Evil_Duck, we might use his IQ as the code amount - $4.

All of Duke's giveaway dates will be announced exclusively via the Torn City Times. The first giveaway will take place on Halloween (31st October) from 00:00am until 23:59pm Torn City Time. Throughout this period, players are encouraged to send Duke varying amounts of cash until a parcel send is triggered. Parcels will be sent out within fifteen minutes of the correct amount being received by Duke, and players are limited to one parcel every six hours.

There is no guarantee that the contents of your parcel will be of significant value, but it will certainly be worth more than the amount required by Duke to trigger a send. Duke's packages are known to contain everything from $30k Sports Shades through to $1million Trench Coats and $5million valued Erotic DVDs. So, if you fancy getting your hands on some free merchandise courtesy of The Duke, try sending him a Halloween-appropriate amount of cash on October 31st.
